According to Wiki, the book ends with Pine betrayed by US & British intelligence, and is tortured by Roper. Burr saves Pine and Jed but has to sacrifice the entire operation in order to do so. Roper continues his operations, Burr and those helping him are discredited, and Jed and Pine remain together.
